Tonight's (Tuesday Night's) homework is to finish the pamphlet for the American System. The homework that is up on the site now is for Wednesday night... just planning ahead.

Are we writing the pamphlet in present tense (Tariffs will increase...) or past (Tariffs would increase...)?

Present as if you were assigned to promote the system by the government at that time.
